PRESS RELEASE
The council's minority group list " Quarona in the Heart", has requested the convening of the City Council for discussion and approval of the Directors a motion of censure to 'work Pagano Administration with respect to procedures used to assign work to construct plants photovoltaic the elementary school and, soon, on other buildings (nursery, gym and locker rooms of the sports field).
How we got to be stressed in our question to the Mayor last month, complain that it is not the nature of the investment (energy production renewable energy is at the heart of our electoral program), but rather the clumsy operating procedures in place for the allocation of work, lack of transparency and information to the Council on the decision-making process that led to choose the negotiated procedure in place most of proper public tender. It might seem a small difference in technicalities of the game, but the effects were tutt ' more than modest: they know something the many businesses in the area who were unable to submit their tenders in respect of free competition, as well as municipal funds (and in last instance citizens quaronesi ) heavily damaged by the culprits choices made by the Administration.
As reported in more detail in the motion, we estimated due to the non-use of public tenders, the work for the construction of photovoltaic installations to Quarona (amounting to € 490,000), were awarded with a fall of only € 6,600 (equivalent to a paltry 1.5% ca. the amount of work), compared with a rate of decline more than 20% achieved last summer by the city of Romagnano for the award similar work in the field of photovoltaic ; which means giving up a saving of more than 90,000 €.
If we consider that, despite our continuous requests, the council did not want to search for possible contributions of capital institutions supra, contributions permitted by the law establishing the tariffs for the production of photovoltaic energy the extent of 20% up to 31/12/2010 and a percentage that rises to 60% for the current year compared to installations of panels on public schools ; we face a further drain on resources load of municipal funds quaronesi of 130,000 Euros.
short, data really embarrassing for the Administration Pagano that, during the presentation of its programming guidelines of the government, had spoken of " want to have a policy of saving and rationalization of expenditure .
For these reasons we need a motion, is to inform citizens of Quarona , is to urge all city councilors (minority and majority, without no distinction of team policy) to exercise those fundamental tasks of supervision and control on the administrative machinery, especially when it comes to avoid waste of increasingly scarce municipal resources.
All this adds that the recent decision of the Administration Pagano (determination of 23 December 182), which assigned directly to Enersesia Ltd, ex Varallo Energy, owned by the municipality of Quarona 3%) work on the construction of photovoltaic installations on 3 municipal buildings (with a fall of 1, 22%, compared to 20% with tender recalled public), is more than ever worrying about the future of our coffers.
How minority group, and simply as citizens quaronesi , we ask what is the motivation that drives the Administration wanted to maintain this participation only if the resulting higher costs rather than benefits?
The interpretation rules, inexplicably endorsed by the City of Quarona , it appears in stark contrast to the prevailing case law that stresses the need to limit the instrumental use of equity in order to circumvent the journalistic standards, particularly concerning public tenders, with the ultimate objective of the work through the competition price control of public works, to safeguard and protection of the public, the resources of the institutions (in this case the municipality) and ultimately citizens.
Based on these considerations, therefore, urge the Administration to take the necessary steps Pagano for the disposal of the investment Enersesia Ltd., as contrasted with the current legislation and only a harbinger of damage to our communities, we urge further research funding allowed for the plants yet to be realized.
